Flood Risk Management (FRM) calls for stakeholders from multiple technical and social spheres to plan and implement policies and actions to manage flooding successfully. To work effectively across boundaries of knowledge, practice, priority, scale, institutions, and language created by such interdisciplinary or inter-stakeholder work, it is often necessary to employ intermediaries to create communication pathways between groups and spaces.
Intermediaries (also sometimes referred to as mediators or boundary spanners) are responsible for managing boundaries in such a way that multiple actors are able to communicate effectively with limited ambiguity or frustration. Sometimes, intermediaries enable two actors to come together who would usually not interact. For FRM, knowledge and experiences should ideally be brought together collaboratively and smoothly, whilst accounting for the diversity of perspectives and priorities between stakeholders involved.
Intermediaries may be organizations of humans, e.g., a public communications department; or objects, e.g., a computer model, website, or maps. Recognizing the utility of objects as intermediaries is important for understanding the multiplicity of mechanisms used to communicate FRM between experts and nonspecialist publics.
Charting how intermediaries bridge different boundaries, we see the diversity and utility of their work. Inspecting the construction of boundary objects as intermediaries allows the actors involved in their creation and definition to be identified and analyzed. This is important as it may contribute an understanding of how just and representative FRM decision making is.
Since the 1980s, various academic literatures from science and technology studies (STS) to organizational studies have addressed the role of intermediaries and mediators, particularly in relation to business management, computer sciences, and biomedicine. However, in FRM where risk analysis and communication is king, discussing how to manage pertinent and credible transboundary information is also important.

The second priority of the Sendai Framework for Disaster Risk Reduction 2015–2030 stresses that, to efficiently manage risk posed by natural hazards, disaster risk governance should be strengthened for all phases of the disaster cycle. Disaster management should be based on adequate strategies and plans, guidance, and inter-sector coordination and communication, as well as the participation and inclusion of all relevant stakeholders—including the general public. Natural hazards that occur with limited-notice or no-notice (LNN) challenge these efforts.
Different types of natural hazards present different challenges to societies in the Global North and the Global South in terms of detection, monitoring, and early warning (and then response and recovery). For example, some natural hazards occur suddenly with little or no warning (e.g., earthquakes, landslides, tsunamis, snow avalanches, flash floods, etc.) whereas others are slow onset (e.g., drought and desertification). Natural hazards such as hurricanes, volcanic eruptions, and floods may unfold at a pace that affords decision-makers and emergency managers enough time to affect warnings and to undertake preparedness and mitigative activities. Others do not. Detection and monitoring technologies (e.g., seismometers, stream gauges, meteorological forecasting equipment) and early warning systems (e.g., The Australian Tsunami Warning System) have been developed for a number of natural hazard types. However, their reliability and effectiveness vary with the phenomenon and its location. For example, tsunamis generated by submarine landslides occur without notice, generally rendering tsunami-warning systems inadequate.
Where warnings are unreliable or mis-timed, there are serious implications for risk governance processes and practices. To assist in the management of LNN events, we suggest emphasis should be given to the preparedness and mitigation phases of the disaster cycle, and in particular, to efforts to engage and educate the public. Risk and vulnerability assessment is also of paramount importance. The identification of especially vulnerable groups, appropriate land use planning, and the introduction and enforcement of building codes and reinforcement regulations, can all help to reduce casualties and damage to the built environment caused by unexpected events. Moreover, emergency plans have to adapt accordingly as they may differ from the evacuation plans for events with a longer lead-time. Risk transfer mechanisms, such as insurance, and public-private partnerships should be strengthened, and redevelopment should consider relocation and reinforcement of new buildings. Finally, participation by relevant stakeholders is a key concept for the management of LNN events as it is also a central component for efficient risk governance. All relevant stakeholders should be identified and included in decisions and their implementation, supported by good communication before, during, and after natural hazard events.
The implications for risk governance of a number of natural hazards are presented and illustrated with examples from different countries from the Global North and the Global South.
Permafrost, or perennially frozen ground, and the processes linked to the water phase change in ground-pore media are sources of specific dangers to infrastructure and economic activity in cold mountainous regions. Additionally, conventional natural hazards (such as earthquakes, floods, and landslides) assume special characteristics in permafrost territories.
Permafrost hazards are created under two conditions. The first is a location with ice-bounded or water-saturated ground, in which the large amount of ice leads to potentially intensive processes of surface settlement or frost heaving. The second is linked with external, natural, and human-made disturbances that change the heat-exchange conditions. The places where ice-bounded ground meets areas that are subject to effective disturbances are the focus of hazard mapping and risk evaluation.
The fundamentals of geohazard evaluation and geohazard mapping in permafrost regions were originally developed by Gunnar Beskow, Vladimir Kudryavtsev, Troy Péwé, Oscar Ferrians, Jerry Brown, and other American, European, and Soviet authors from 1940s to the 1980s.
Modern knowledge of permafrost hazards was significantly enriched by the publication of Russian book called Permafrost Hazards, part of the six-volume series Natural Hazards in Russia (2000). The book describes, analyses, and evaluates permafrost-related hazards and includes methods for their modeling and mapping.
Simultaneous work on permafrost hazard evaluation continued in different countries with the active support of the International Permafrost Association. Prominent contributions during the new period of investigation were published by Drozdov, Clarke, Kääb, Pavlov, Koff and several other thematic groups of researchers. The importance of common international works became evident. The international project RiskNat: A Cross-Border European Project Taking into Account Permafrost-Related Hazards was developed as a new phenomenon in scientific development.
The intensive economic development in China presented new challenges for linear transportation routes and hydrologic infrastructures. A study of active fault lines and geological hazards along the Golmud–Lhasa Railway across the Tibetan plateau is a good example of the achievements by Chinese scientists.
The method for evaluating the permafrost hazards was based on survey data, monitoring data, and modeling results. The survey data reflected the current environmental conditions, and they are usually shown on a permafrost map. The monitoring data are helpful in understanding the current tendencies of permafrost evolution in different landscapes and regions. The modeling data provided a permafrost forecast that takes climate change and its impact on humans into account.
The International Conference on Permafrost in 2016, in Potsdam, Germany, demonstrated the new horizons of conventional and special permafrost mapping in offshore and continental areas. Permafrost hazards concern large and diverse aspects of human life. It is necessary to expand the approach to this problem from geology to also include geography, biology, social sciences, engineering, and other spheres of competencies in order to synthesize local and regional information. The relevance of this branch of science grows with taking into account climate change and the growing number of natural disasters.

Society expects to have a safe environment in which to live, prosper, and sustain future generations. Generally, when we think of threats to our well-being, we think of human-induced causes such as overexploitation of water resources, contamination, and soil loss, to name just a few. However, natural hazards, which are not easily avoided or controllable (or, in many cases, predictable in the short term), have profound influences on our safety, economic security, social development, and political stability, as well as every individual’s overall well-being.
Natural hazards are all related to the processes that drive our planet. Indeed, the Earth would not be a functioning ecosystem without the dynamic processes that shape our planet’s landscapes over geologic time. Natural hazards (or geohazards, as they are sometimes called) include such events as earthquakes, volcanic eruptions, landslides and ground collapse, tsunamis, floods and droughts, geomagnetic storms, and coastal storms.
A key aspect of these natural hazards involves understanding and mitigating their impacts, which require that the geoscientist take a four-pronged approach. It must include a fundamental understanding of the processes that cause the hazard, an assessment of the hazard, monitoring to observe any changes in conditions that can be used to determine the status of a potential hazardous event, and perhaps most important, delivery of information to a broader community to evaluate the need for action.
A fundamental understanding of processes often requires a research effort that typically is the focus of academic and government researchers. Fundamental questions may include: (a) What triggers an earthquake, and why do some events escalate to a great magnitude while most are small-magnitude events?; (b) What processes are responsible for triggering a landslide?; (c) Can we predict the severity of an impending volcanic eruption? (d) Can we predict an impending drought or flood?; (e) Can we determine the height of a storm surge or storm track associated with coastal storm well in advance of landfall so that the impact can be mitigated?
Any effective hazard management system must strive to increase resilience. The only way to gain resiliency is to learn from past events and to decrease risk. To successfully increase resiliency requires having strong hazard identification programs with adequate monitoring and research components and very robust delivery mechanisms that deliver timely, accurate, and appropriate hazard information to a broad audience that will use the information is a wide variety of ways to meet their specific goals.

Flood resilient construction has become an essential component of the integrated approach to flood risk management, now widely accepted through the concepts of making space for water and living with floods. Resilient construction has been in place for centuries, but only fairly recently has it been recognized as part of this wider strategy to manage flood risk. Buildings and the wider built environment are known to play a key role in flood risk management, and when buildings are constructed on or near to flood plains there is an obvious need to protect these. Engineered flood defense systems date back centuries, with early examples seen in China and Egypt. Levees were first built in the United States some 150 years ago, and were followed by the development of flood control acts and regulations. In 1945, Gilbert Fowler White, the so-called “father of floodplain management,” published his influential thesis which criticized the reliance on engineered flood defenses and began to change these approaches. In Europe, a shortage of farmable land led to the use of land reclamation schemes and the ensuing Land Drainage acts before massive flood events in the mid-20th century led to a shift in thinking towards the engineered defense schemes such as the Thames Barrier and Dutch dyke systems. The early 21st century witnessed the emergence of the “living with water” philosophy, which has resulted in the renewed understanding of flood resilience at a property level.
The scientific study of construction methods and building technologies that are robust to flooding is a fairly recent phenomenon. There are a number of underlying reasons for this, but the change in flood risk philosophy coupled with the experience of flood events and the long process of recovery is helping to drive research and investment in this area. This has led to a more sophisticated understanding of the approaches to avoiding damage at an individual property level, categorized under three strategies, namely avoidance technology, water exclusion technology, and water entry technology. As interest and policy has shifted to water entry approaches, alongside this has been the development of research into flood resilient materials and repair and reinstatement processes, the latter gaining much attention in the recognition that experience will prompt resilient responses and that the point of reinstatement provides a good opportunity to install resilient measures.
State-of-the-art practices now center on avoidance strategies incorporating planning legislation in many regions to prohibit or restrict new development in flood plains. Where development pressures mean that new buildings are permitted, there is now a body of knowledge around the impact of flooding on buildings and flood resilient construction and techniques. However, due to the variety and complexity of architecture and construction styles and varying flood risk exposure, there remain many gaps in our understanding, leading to the use of trial and error and other pragmatic approaches. Some examples of avoidance strategies include the use of earthworks, floating houses, and raised construction.
The concept of property level flood resilience is an emerging concept in the United Kingdom and recognizes that in some cases a hybrid approach might be favored in which the amount of water entering a property is limited, together with the likely damage that is caused. The technology and understanding is moving forward with a greater appreciation of the benefits from combining strategies and property level measures, incorporating water resistant and resilient materials. The process of resilient repair and considerate reinstatement is another emerging feature, recognizing that there will be a need to dry, clean, and repair flood-affected buildings. The importance of effective and timely drying of properties, including the need to use materials that dry rapidly and are easy to decontaminate, has become more apparent and is gaining attention.
Future developments are likely to concentrate on promoting the uptake of flood resilient materials and technologies both in the construction of new and in the retrofit and adaptation of existing properties. Further development of flood resilience technology that enhances the aesthetic appeal of adapted property would support the uptake of measures. Developments that reduce cost or that offer other aesthetic or functional advantages may also reduce the barriers to uptake. A greater understanding of performance standards for resilient materials will help provide confidence in such measures and support uptake, while further research around the breathability of materials and concerns around mold and the need to avoid creating moisture issues inside properties represent some of the key areas.
Collaboration and Cross-Sector Coordination for Humanitarian Assistance in a Disaster Recovery Setting
While known to be important and essential for improved effectiveness and efficiency, cross-sector coordination and collaboration among different actors engaged in postdisaster recovery is fraught with complications. Among the challenges are (a) who leads, and how; (b) the capacity and roles of the host government; (c) governance structures within organizations (which may differ a great deal); (d) assumptions of power; (e) the trade-off between valuing relationships and “getting the job done”; and (f) the varying constraints (and opportunities) of accountability. Recognizing the need to improve joint actions for a better response, the Humanitarian Reform Agenda (HRA), begun in 2005, led to the remolding of collective models of disaster response and the adoption of the global cluster system, which is essentially organized around the delivery of goods and services (sectors) by traditional aid actors such as the United Nations (UN), nongovernmental organizations (NGOs), and the International Red Cross and Red Crescent Movement. While the cluster system has largely been acknowledged as an improvement in collaboration among actors, a perennial challenge of cross-sector coordination remains. One of the opportunities for improvement lies in better and more predictable leadership, one of the key areas identified by the HRA. Another opportunity lies in changing the focus from a supply-driven approach of prioritizing what aid providers deliver to a demand-driven understanding, such as that offered by area-based approaches, wherein sectors are more closely aligned.
A common form of collaboration within aid is partnership between various actors (e.g., the United Nations or NGOs). Partnerships assume more than a constructing relationship: Effective partnerships emphasize the need for transparency and equity, along with being results-oriented and competent. Recognizing this, the Grand Bargain, resulting from the World Humanitarian Summit, noted that aid providers should engage with local and national responders in a spirit of partnership and aim to reinforce rather than replace local and national capacities.
Partnerships, however, fall short all too often, especially when one partner has power over the other, which is often the case. The report Time to Let Go, by the Overseas Development Institute (ODI), notes, for instance, that “the relationships between donor and implementer, aid provider and recipient, remain controlling and asymmetrical, and partnerships and interactions remain transactional and competitive, rather than reciprocal and collective.” The challenge remains to achieve the task at hand, while at the same time engaging in effective collaborative mechanisms that value the nature of the relationship. If this is not achieved, effective postdisaster recovery can be jeopardized.

Fatalities and economic losses caused by floods are dramatically increasing in many regions of the world, and there is serious concern about future flood risk given the potentially negative effects of climatic and socio-economic changes. Over the past decades, numerous socio-economic studies have explored human responses to floods—demographic, policy and institutional changes following the occurrence of extreme events. Meanwhile, many hydrological studies have investigated human influences on floods, such as changes in frequency, magnitude, and spatial distribution of floods caused by urbanization or by implementation of risk reduction measures. Research in socio-hydrology is providing initial insights into the complex dynamics of risk resulting from the interplay (both responses and influences) between floods and people. Empirical research in this field has recently shown that traditional methods for flood risk assessment cannot capture the complex dynamics of risk emerging from mutual interactions and continuous feedback mechanisms between hydrological and social processes. It has also been shown that, while risk reduction strategies built on these traditional methods often work in the short term, they might lead to unintended consequences in the longer term. Besides empirical studies, a number of socio-hydrological models have been recently proposed to conceptualize human/flood interactions, to explain the dynamics emerging from this interplay, and to explore possible future trajectories of flood risk. Understanding the interplay between floods and societies can improve our ability to interpret flood risk changes over time and contribute to developing better policies and measures that will reduce the negative impacts of floods while maintaining the benefits of hydrological variability.
Recent extreme hydrological events (e.g., in the United States in 2005 or 2012, Pakistan in 2010, and Thailand in 2011) revealed increasing flood risks due to climate and societal change. Consequently, the roles of multiple stakeholders in flood risk management have transformed significantly. A central aspect here is the question of sharing responsibilities among global, national, regional, and local stakeholders in organizing flood risk management of all kinds. This new policy agenda of sharing responsibilities strives to delegate responsibilities and costs from the central government to local authorities, and from public administration to private citizens. The main reasons for this decentralization are that local authorities can deal more efficiently with public administration tasks concerned with risks and emergency management. Resulting locally based strategies for risk reduction are expected to tighten the feedback loops between complex environmental dynamics and human decision-making processes. However, there are a series of consequences to this rescaling process in flood risk management, regarding the development of new governance structures and institutions, like resilience teams or flood action groups in the United Kingdom. Additionally, downscaling to local-level tasks without additional resources is particularly challenging. This development has tightened further with fiscal and administrative cuts around the world resulting from the global economic crisis of 2007–2008, which tightening eventually causes budget restrictions for flood risk management. Managing local risks easily exceeds the technical and budgetary capacities of municipal institutions, and individual citizens struggle to carry the full responsibility of flood protection. To manage community engagement in flood risk management, emphasis should be given to the development of multi-level governance structures, so that multiple stakeholders share fairly the power, resources, and responsibility in disaster planning. If we fail to do so, some consequences would be: (1), “hollowing out” the government, including the downscaling of the responsibility towards local stakeholders; and (2), inability of the government to deal with the new tasks due to lack of resources transferred to local authorities.

Remotely sensed data for the observation and analysis of natural hazards is becoming increasingly commonplace and accessible. Furthermore, the accuracy and coverage of such data is rapidly improving. In parallel with this growth are ongoing developments in computational methods to store, process, and analyze these data for a variety of geospatial needs. One such use of this geospatial data is for input and calibration for the modeling of natural hazards, such as the spread of wildfires, flooding, tidal inundation, and landslides. Computational models for natural hazards show increasing real-world applicability, and it is only recently that the full potential of using remotely sensed data in these models is being understood and investigated. Some examples of geospatial data required for natural hazard modeling include:
• elevation models derived from RADAR and Light Detection and Ranging (LIDAR) techniques for flooding, landslide, and wildfire spread models
• accurate vertical datum calculations from geodetic measurements for flooding and tidal inundation models
• multispectral imaging techniques to provide land cover information for fuel types in wildfire models or roughness maps for flood inundation studies
Accurate modeling of such natural hazards allows a qualitative and quantitative estimate of risks associated with such events. With increasing spatial and temporal resolution, there is also an opportunity to investigate further value-added usage of remotely sensed data in the disaster modeling context. Improving spatial data resolution allows greater fidelity in models allowing, for example, the impact of fires or flooding on individual households to be determined. Improving temporal data allows short and long-term trends to be incorporated into models, such as the changing conditions through a fire season or the changing depth and meander of a water channel.
This article considers how corruption affects the management of disaster mitigation, relief, and recovery. Corruption is a very serious and pervasive issue that affects all countries and many operations related to disasters, yet it has not been studied to the degree that it merits. This is because it is difficult to define, hard to measure and difficult to separate from other issues, such as excessive political influence and economic mismanagement. Not all corruption is illegal, and not all of that which is against the law is vigorously pursued by law enforcement. In essence, corruption subverts public resources for private gain, to the damage of the body politic and people at large. It is often associated with political violence and authoritarianism and is a highly exploitative phenomenon. Corruption knows no boundaries of social class or economic status. It tends to be greatest where there are strong juxtapositions of extreme wealth and poverty.
Corruption is intimately bound up with the armaments trade. The relationship between arms supply and humanitarian assistance and support for democracy is complex and difficult to decipher. So is the relationship between disasters and organized crime. In both cases, disasters are seen as opportunities for corruption and potentially massive gains, achieved amid the fear, suffering, and disruption of the aftermath. In humanitarian emergencies, black markets can thrive, which, although they support people by providing basic incomes, do nothing to reduce disaster risk. In counties in which the informal sector is very large, there are few, and perhaps insufficient, controls on corruption in business and economic affairs.
Corruption is a major factor in weakening efforts to bring the problem of disasters under control. The solution is to reduce its impact by ensuring that transactions connected with disasters are transparent, ethically justifiable, and in line with what the affected population wants and needs. In this respect, the phenomenon is bound up with fundamental human rights. Denial or restriction of such rights can reduce a person’s access to information and freedom to act in favor of disaster reduction. Corruption can exacerbate such situations. Yet disasters often reveal the effects of corruption, for example, in the collapse of buildings that were not built to established safety codes.
